I'm running: selinux-policy-targeted-sources-1.23.9-1, and I cannot
find that line in any domains/program file. Also not in policy.conf.

My mistake. I had dbus.te in my domains/program directory but not in
the spec file.
selinux-policy-targeted-1.23.10-3 has the fix.
