cups.te: ptal_t needs to read usbfs_t

When hpoj starts, it produces the following:

ptal_t already has  'r_dir_file(ptal_t, usbdevfs_t)'.
Suggest adding 'r_dir_file(ptal_t, usbfs_t)'
