Generally we don't do compat packages these days because you can just
create a separate package for a specific version.  It doesn't even
require a package review.

Of course these packages are like any other and must not conflict with
other packages.  This includes the base "gnutls" and "nettle" packages.
None of this is specific to EPEL.
