Double the percent signs.  RPM will turn '%%' into '%'.

I have tried that, but it seems not work for me.

The problem turn out to be that, I use the result of  `date +%Y-%m-%d %H:%M:%S` as an argument of another program,

 which ignore the `%H:%M:%S` part(because the space).
