As ownership of /usr/lib/.build-id is done automatically by some macro and I cannot do anything about it as packager, I

Should we move the ownership to package 'filesystem'?

Actually it doesn't clearly violate packaging guidelines. Multiple
ownership of directories is a permitted model:

I'm not saying it's necessarily the right answer in this case but
it is permitted.
