RPM will only build for a single architecture, with the possibility of

Well, I don't believe you have any alternative.

You could of course produce some subpackage which contains the i686
files, but the arch of the resulting RPM would still be x86_64 and that
would not be what Fedora calls multilib.  But maybe you're taking that
term to mean something else in this context.
