Am I understand it correctly this is issue which prevents the it to be a package in Fedora? Even when the user must explicitly instruct PoL to download and install such thing?

No, that's not all it does nor will it do it automatically.  One needs to instruct it to do non free things for those things to occur.

PoL is a wine frontend with script capabilities similar to Crossover's CrossTies for automated dependency handling for getting apps/games working simply.
