If you're not a current packager, a sponsor must do your first review.
Looking at the ticket history, I don't see that the ticket was ever
marked to indicate that a sponsor is required.

(Yes, there are too many steps on that page.  There's an application in
development to simplify this process.)

That's because you cannot join the packager group yourself; a sponsor
