I think the Guidelines were approved

But I can't find any information about this in the Wiki.

Should probably be in
https://fedoraproject.org/wiki/Packaging:LicensingGuidelines

"If the source package includes the text of the license(s) in its own
file, then that file, containing the text of the license(s) for the
package must be included in %doc. "


And fedora-review show this notes:

[ ]: Package requires other packages for directories it uses.

Note: No known owner of /usr/share/licenses

[ ]: Package must own all directories that it creates.

Note: Directories without known owners: /usr/share/licenses

This note is for F20, I am not sure if in F21 there is the same warning
