FESCO regulates static linking, according to
http://fedoraproject.org/wiki/Packaging:Guidelines#Statically_Linking_Executables

I would suggest fixing clang, though.

I'm working on that but it sounds like that's going to take a bit of work and probably won't be included until a future version of clang any ways.
