No, but you can submit a buildroot override to have it included,
http://admin.fedoraproject.org/updates/override

Maybe I'm doing something wrong? The package I'm trying to scratch build
(perl-qpid_proton) depends on qpid-proton-devel, which is a subpackage
of qpid-proton. When I tried to add qpid-proton-devel-0.3-3.fc18 it said
it was an invalid package on the above webpage. But when I don't then
the scratch build fails saying it can't find qpid-proton-devel.

The name of the package you want is to add to overrides is:
qpid-proton-0.3-3.fc18

(the name of the 'base' pkg or srpm)
