discussion around 'policy' for multiple versions of same software in EPEL

Hi.

I recently started a discussion on the EPEL list about handling
packages with multiple version.  A few already exist, but it seems
more are on their way.  There, in my eyes or from what I've gathered,
seem to be few clear thoughts on the best way to handle this.

One of the suggestions was to ask this list's thoughts on the matter,
especially the concept of 'conflict' packages.
