change to icon scriptlets to use -f flag seems wrong

Just noticed today while doing a review that the ScriptletSnippets currently 
say to use
gtk-update-icon-cache -f

The change seems to be introduced here by spot,

This change seems to remove the optmization of using the conditionized 
'touch' statements and moving it to %posttrans to gain the advantage to run 
only once per icon theme per transaction.

So, why?  ( error, oversight, or is there some other good reason )?
