How "must" it be available at boot, if the directory is created during runtime 
(e.g. on service start, as the bug referred to mentions in comment #5)? 
Afaics, only the mountpoint needs to be there when the service starts.

If not, should then /var not also be available at boot since services depend 
on files/directories in /var?
