I have 2 related questions, maybe they could be part of this, if they
hapen to need a guideline. It is in the case of no shared libraries
provided:

1. Is it permitted to have a subpackage called 
mylib-static which holds what is generally in a devel subpackage, and 
Provides: mylib-devel = %{version}-%{release}

2. Is it permitted to have the headers in
devel and the static library in -static and have 
mylib-devel
Requires: mylib-static = %{version}-%{release}
