Which is why the license file goes in the base package.  What you
don't need is the second copy in -devel, becauase -devel will bring in
the main package which has the license.

Now, there have even been cases where one srpm generates multiple
packages which have no dependencies; even then, it's not necessary to
include the license in all of them.
