is wrong... it should be

Huh? .la libtool archives in LD_LIBRARY_PATH are those used for *linking*,
so why not -devel?
I suppose a case could still exist where .la files are needed for
runtime (though I can't think of any, now that kde is fixable), so we
could reword this to leave it to the packager's discretion.
