I added both.  It seems to me that if the build needs notify-sharp, the package
will.  I can test this better when I have set up a F10 machine.

Added both NEWS and TODO

I am using and can build on F9.  The gnome-sharp package is an official package
(gnome-sharp-2.16.1-1.fc9.x86_64).
