You can submit packages and do non-authoritative reviews before getting sponsored. In fact, that's the best way to convince a someone (me, for example) to sponsor you. Confused. You should find someone to sponsor you. Usually, sponsorship happens at the same time as your first package is approved. As I said, I can do that after I'm satisfied that you have learned to follow our packaging guidelines.
