Indeed, cernlib is dead upstream, but I still maintain it in fedora. You are right that minicern may be updated more often, but it has very little coverage compared with cernlib. The fedora policy is to use only one library to fix bugs everywhere, but minicern is small and a fork, so it is not obvious what to do. I'd say that as an exception minicern can be used in root.
