You lost "BuildRequires: libxml2-devel httpd-devel" somewhere along the way -
if that was a result of my comments about losing the Requires, my apologies.

The LoadModule for the module should be uncommented by default; i.e. the module
should be loaded by default, when installed.  If someone doesn't want the
module loaded, they can remove the package :)

Other than that, this looks great, thanks for persevering!
