This is a feature of rpmbuild and has been for a very long time. This rpmbuild feature exists and a .spec file can live in a distributed tarball, because it permits a 'single point of truth' ("SPOT"). See: The Practice of Programming, Brian W. The reason why such conflicts exist comes from the lack of ability to express the information in a single place. This may oc- cur either because two or more implementation languages are used and are not easily cross-callable or the one language is not powerful enough to state the same truth only once.
