This has seen some attention.  I believe that the copyright does pass muster at
this point; here is email I've received regarding this issue:

OK, guys, all the legal barriers are cleared away. The latest version of
the DOC license (what ACE+TAO uses) is Free and GPL Compatible now.

I've looked at the URL you posted and compared it to the COPYING file
which we ship in the RPM and they appear the same to me, modulo HTML
vs text presentation.
