It's not even clear that the rpm > folks consider this a bug. I can't see why I am inflexible. I think that shipping empty debuginfo packages or not should be left to the packager. Apart from the rpmlint output I can't see any issue with having empty debuginfo packages. Ignoring empty debuginfo packages is also a way to work with the tools that we have, rpm brokenness included.
