Are these headers part of a cross-toolchain targetting bare-metal (no OS, no libc), spu-cpus (In GNU terms, canonicalization tripple == "spu")? If yes, then this would match existing practice of installing cross-GCC, even though this strictly speaking, would violate the FHS. If no, then this issue requires further discussion.
