I still think you're wrong in your 'ISO-8859-X is dead' stance, maybe you think it's dead for Fedora, or maybe Linux. But please remember that Linux/Fedora is still a relatively modest part of the computing ecosystem. From a libxml2 perspective, it's very probable there is more user on Windows than on Linux for example.
