My $0.02:

I also think it's over-segmented, currently counting 59 packages. The only
reason I'd want ZF segmented is to control which binary dependencies yum
installs. I don't mind the bloat of PHP source files but I might not want
certain extensions installed. How about using the packages' extension
dependencies as a guide to grouping them?

All the Zend_Service packages can definitely go in one package. That alone takes
care of eleven subpackages.
