And yes, the file layout violates FHS. However, this layout seems to violate it the least while not creating a hodgepodge of binary names and symlinks in /usr/bin and other nasties like that. If it weren't forbidden for a distribution to ship software that installs in /opt, I would say that we should can the whole idea of putting this stuff in /usr and just use /opt/%{name}/%{version}/%{opt_cc} for these things. They are built by upstream with many assumptions that lend them to that layout well, and make a FHS layout a nightmare.
