It's true that for the past 10 years virtually all development has happened within the GCC project. However, the FSF has always been clear that libffi is not part of GCC. It is just distributed along with GCC for convenience. GCC has never installed libffi as a user library. It is only used to enable libgcj. Given libffi's continued use outside of the GCC project, I recently decided to start making independent libffi releases again.
