Requires(pre): is probably what is intended, although it seems that other dependencies are a bit off in the specfile from comment #2 (Requires(post): /sbin/ldconfig, /sbin/install-info is missing, for example.) For things like this you should just consult http://fedoraproject.org/wiki/Packaging/ScriptletSnippets and use the scriptlets and dependencies provided there. Also, I noticed that the name of the package violates the naming guidelines.
