I don't know enough about rocm to do this, maybe @trix@xxxxxxxxxxxx could help.

Magma needs a GPU backend, i.e. rocm, so see above.

Sure, do you have an example to work from? The option only inject the right
`-m*` flags, there are not separate code paths. But given that fftw (99% of the
compute) doesn't have AVX enabled yet, it might not be worth it right now.
