You are right, but it brings all Perl Core packages which are not usually
needed.
BTW, it is recommended to include explicit dependencies for core modules,
because 
they can move between sub-packages or disappear from core Perl.

'perl(:VERSION)' is provided by perl-libs which contains shared library. 
FIX: you still need add perl-interpreter or perl.

The upstream of cpanspec is inactive for a long time.
