Reviewed as built against the packages from the review ticket #2310835.

Package was generated with rust2rpm, simplifying the review.

The only modifications are 1) improving the generated Summary and 2) filling in
the license summary and License tag of the binary package.

✅ package contains only permissible content
✅ package builds and installs without errors on rawhide
🫤 test suite is run and all unit tests pass (there are no tests)
✅ latest version of the crate is packaged
✅ license matches upstream specification and is acceptable for Fedora
✅ licenses of statically linked dependencies are correctly taken into account
✅ license file is included with %license in %files
✅ package complies with Rust Packaging Guidelines
