Fixed in upstream by updating Licence to GPL-2.0-or-later

Fixed in upstream by updating Licence to GPL-2.0-or-later

The test depends on device of /dev/ublk-control which isn't available in build
environment, that is why I added '--no-run'.

Now the test has been fixed to allow to run pass in case of missing
'/dev/ublk-control'.
