Thanks to Fabio Valentini for updating the rust gtk4 stack over the last few days - this made the rust side of papers packaging very straightforward. I've based the packaging here on evince packaging (papers is a fork of evince), but tried to clean it up and simplify as much as possible. The rust side of the packaging tries to use the same patterns as other new GNOME rust-based apps - e.g. loupe, snapshot. For now I've left out eln support to simplify the review.
