Description: Botan is a C++ cryptography library offering the tools necessary
to implement a range of practical systems, such as TLS protocol, X.509
certificates, modern AEAD ciphers, PKCS#11 and TPM hardware support, password
hashing, and post quantum crypto schemes. The library is accompanied by a
command line interface.

Fedora currently ships botan and botan2 packages - the former is already way
past EOL, the latter is planned to EOL at the end of the current year (2024)
[0]. The proposed botan3 package contains the 3.x branch so we have a suitable
(and maintained) replacement in Fedora when botan2 hits its EOL.
