Seems like there are open upstream issues regarding pypdf2 compatibility (but
no commits for more than 2 years):

and even a PR https://github.com/hellerbarde/stapler/pull/95

Once pdf-stapler supports the latest pypdf2, switching to pypdf is basically
trivial.
