I filed this bug a while ago about unowned directories for "mo" locale: https://bugzilla.redhat.com/show_bug.cgi?id=2251577 So, as it turns out, even the new non-deprecated "ro_MD" is not owned by filesystem either. So this should really be fixed in the "filesystem" package.
