Would need to figure out which files are actually used in the build.  The
license check tool checks
for license information in every file included in the uploaded archive, not
just the ones used in
the build. Is there a good way to check which files are used in a Meson build?
The LICENSE file is
a dump of every license used in the repository, but it does not indicate which
licenses are used in
which files.
