This came up earlier, looks like the parser expects AND/OR to be capitalized
per
https://fedoraproject.org/wiki/Changes/SPDX_Licenses_Phase_1#With_Fedora_abbreviations_we_could_use_and,_or,_and_parentheses_when_constructing_expressions._Can_we_do_that_with_SPDX?

Can you file a bugzilla once this is imported and/or an issue upstream to track
this?

This looks like a template for a manpage, but I don't see manpage itself
getting included.

All these are fixable on import, so it's APPROVED
