These aren't really issues since, as noted, Javadocs are optional for Fedora
versions >= 21.  I'm opting to not include them.

I'd rather not drag doxygen into this package.  It's just a little package of
test utilities I need to run tests for another package.  Is it okay with you if
we leave things as they are?
