No, not blocking. Yet the guidelines have a strong recommendation to include
man pages for executables when available. So, if usable man pages can easily be
generated using Sphinx, I feel they should be included right from the start.

That said and knowing whom I'm talking to, this package is approved since there
are no remaining blocking issues.
