Review notes:

* Package follows Fedora Packaging Guidelines
* Package builds and installs
* Package licensing is correctly handled
* No serious issues from rpmlint

Nit: I would prefer to see the subpackage definitions for everything not being
shipped to be fully erased. That makes it more obvious that some subpackages
aren't being shipped (e.g. python3-gpg).
