Unless I am mistaken %{_libexecdir}/%{name}/ directory is not owned by the package. At least %dir %{_libexecdir}/%{name}/ should be present. Similarly %{_datadir}/c_icap/templates/squidclamav/ should be included also with directory, not only all its files. Remove * at the end of that line.
