This is a false positive warning (that is common to almost all Rust packages),
because the -devel package lists both

%{crate_instdir}/
and
%doc %{crate_instdir}/CHANGELOG.md

There is no way to tell RPM to "own this directory and mark this file contained
in the directory as %doc or %license" without getting this warning - but the
resulting package will only contain the file once, and marked correctly as %doc
/ %license.
