You have all the Licenses correctly listed in the License: line. The problem is that the LICENSES aren't all in the main LICENSES directory. Half of the license files are in the templates/kirigami6/LICENSES/ directory, and that directory never get's moved over, so it's not in any of the rpms. You can either get templates/kirigami6/LICENSES/ in the main rpm, OR (and this is what I recommend) you can copy the licenses from templates/kirigami6/LICENSES/ to LICENSES/.
