It is called gcc and not gcc-devel for example. Besides they are numerous occasions where a package that ends with "-devel" is excluded. A few examples http://fedoraproject.org/wiki/QA/8/FinalTreeTesting "Make sure default install doesn't include -devel packages" Look at the default kickstart files that are used to generate the GNOME and KDE live images. They automatically exclude *-devel. In short any package that ends with -devel is assumed to contain development files (headers et all) and not development tools in various places throughout Fedora and making an exception just for this package is unwieldy.
