The conditional can be dropped, as it's always true for all places this is
packaged.

You are also missing an Obsoletes+Provides set:

Obsoletes: kalendar < 23.08
Provides: kalendar = %{version}-%{release}
Provides: kalendar%{?_isa} = %{version}-%{release}
