/usr/share/jupyter/labextensions/ is owned by python-jupyter-filesystem too.

Not a blocker: you don't need to have the explicit license file declared, it's
picked up automatically:
$ rpm -qL python3-jupyter-collaboration-1.0.0-1.fc39.noarch.rpm                 
/usr/lib/python3.11/site-packages/jupyter_collaboration-1.0.0.dist-info/licenses/LICENSE
/usr/share/licenses/python3-jupyter-collaboration/LICENSE
