I think the option to add
> su c-icap c-icap
is really the cleaner fix, although the Fedora policy doesn't really seem to
address it at all.

Unfortunately, the
> c-icap.x86_64: W: unused-direct-shlib-dependency /usr/lib64/c_icap/dnsbl_tables.so /lib64/libatomic.so.1
and
> c-icap.x86_64: W: undefined-non-weak-symbol /usr/lib64/c_icap/dnsbl_tables.so CI_DEBUG_LEVEL	(/usr/lib64/c_icap/dnsbl_tables.so)
are still there in the rpmlint output against dev and lib packages.
